Coming into force 1st April 1996
The Secretary of State for the Environment, in exercise of the powers conferred on him by section 166 of the Local Government, Planning and Land Act 1980, and of all other powers enabling him in that behalf, having consulted the councils of the City of Manchester and the Metropolitan Borough of Trafford, hereby makes the following Order—
