  "text": "(1) These Regulations are called the Central Rating (Wales) Regulations 2005 and come into force on —\n(a) for all purposes other than those of regulation 17, on 31 March 2005, and\n(b) for the purposes of regulation 17, on 1 April 2005.\n(2) These Regulations apply only in relation to Wales.",
