Laid before Parliament 4th February 1993
Coming into force 25th February 1993
The Secretary of State, in exercise of the powers conferred on him by sections 53(1) and (4) and 143(2) of the Local Government Finance Act 1988, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
