  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Central Rating Lists Regulations 1994 which, among other things, designate persons and prescribe in relation to such persons descriptions of hereditaments, with a view to securing the central rating en bloc of those hereditaments.\nThese Regulations, in consequence of changes taking place in the electricity industry on 31st March 1996, designate for England, AGR & PWR Co. Limited which will own certain electricity hereditaments from that date (regulation 2(1)).\nThese Regulations make changes to those 1994 Regulations to reflect the mergers of certain water undertakers (regulation 2(2)).",
