  "text": "The amount which the amount calculated by an authority shown in the Schedule to this Order in relation to the year beginning with 1st April 1990 under section 95(4) of the Act is not to exceed is the amount shown against the name of the authority in that Schedule, which amount is the amount stated in the notice to the authority under section 102(1)(c) of the Act.",
