  "text": "The amount which the amount calculated by an authority listed in Schedule 1 to this Order, in relation to the year beginning with 1st April 1992, under section 95(4) of the Act is not to exceed is the amount shown against the name of the authority in that Schedule, which amount does not in the case of any such authority exceed the amount already calculated by the authority in relation to that year under the said section 95(4).",
