  "text": "The Commission must not grant an application for CIC conversion before—\n(a) it has been notified of the Regulator’s decision under regulation 6(4); and\n(b) if an appeal against the Regulator’s decision is made, it is notified that the appeal has been finally determined or withdrawn.",
