  "text": "In section 43 (regulations), after subsection (2) insert—\n“(2A) Any regulations under this Act may make—\n(a) different provision for different cases;\n(b) such supplemental, incidental, consequential or transitional provision or savings as the person or persons making them considers or consider appropriate.”",
