  "text": "Where it appears to the Trustees that it is likely to advance or make more effective the work of the Charity (but not otherwise) they may co-operate with any local authority within or adjoining the area of benefit for purposes including (but without prejudice to the generality of the foregoing) the co-ordination of activities or participation in joint projects and the Trustees may defray the cost of such co-operation out of any income (or money applicable as income) of the Charity.",
