  "text": "(This note is not part of the Regulations)\nThese Regulations are made under section 12(10) of the Law Reform (Miscellaneous Provisions) (Scotland) Act 1990 (“the 1990 Act”) and come into force on 1st September 1995.\nRegulations 3 to 10 make provision as to the procedure to be followed by the Scottish charities nominee (“the nominee”) in exercising his functions under section 12 of the 1990 Act in dealing with dormant accounts of Scottish charities.\nRegulations 11 and 12 prescribe the circumstances in which and the extent to which the nominee may apply any interest accruing to certain accounts for the purpose of defraying his expenses.\nRegulation 13 requires the nominee to keep accounts as regards his outlays and expenses in connection with the exercise of his functions.\nRegulation 14 requires the nominee to make an annual report to the Secretary of State.",
