  "heading": "Identifying persons who have information.",
  "text": "(1) The Secretary of State may make regulations requiring persons of any description specified in the regulations to inform him that they are of such a description.\n(2) Any such description must be so framed that persons within it are persons on whom the Secretary of State is likely to want to serve a notice under section 22.\n(3) If regulations are made under this section the Secretary of State shall arrange for a statement of the fact that they have been made to be published in such manner as is likely to bring them to the attention of persons affected by them.\n(4) A person who without reasonable excuse fails to comply with a requirement imposed by the regulations is guilty of an offence and liable—\n(a) on summary conviction, to a fine of an amount not exceeding the statutory maximum;\n(b) on conviction on indictment, to a fine.\n(5) A person who knowingly makes a false or misleading statement in response to a requirement imposed by the regulations is guilty of an offence and liable—\n(a) on summary conviction, to a fine of an amount not exceeding the statutory maximum;\n(b) on conviction on indictment, to imprisonment for a term not exceeding two years or to a fine or to both.\n(6) The regulations shall be made by statutory instrument subject to annulment in pursuance of a resolution of either House of Parliament.",
