  "text": "This Statutory Instrument has been made in consequence of a defect in S.I. 1996/2503 and is being issued free of charge to all known recipients of that Statutory Instrument.\nCHEMICAL WEAPONS\nMade 16th October 1996\nLaid before Parliament 23rd October 1996\nComing into force 31st October 1996\nThe Secretary of State, in exercise of the powers conferred on him by section 23(1) of the Chemical Weapons Act 1996, hereby makes the following Regulations:",
