  "text": "(This note is not part of the Regulations)\nThe Chemical Weapons (Notification) Regulations 1996 (S.I. 1996/2503) (“the Principal Regulations”) described certain persons who have to identify themselves to the Secretary of State as being persons on whom it is likely the Secretary of State will want to serve a notice under section 22 of the Chemical Weapons Act 1996 (c. 6).\nThese amendment Regulations provide that the Principal Regulations come into force on 1st November 1996.",
