  "text": "(1) Regulation 16 of the Child Benefit and Guardian’s Allowance (Administration) Regulations 2003 is amended as follows.\n(2) In paragraph (2)—\n(a) omit “to a person”; and\n(b) for “has been” substitute “the person entitled to the benefit or allowance has”.\n(3) Omit paragraph (4).",
