  "text": "In section 63 of the Children and Young Persons Act 1963 after subsection (1) there shall be inserted the following subsection—\n“(1A) The local authorities for the purposes of Parts I and III of this Act shall be the councils of counties (other than metopolitan counties), of metropolitan districts and of London boroughs and the Common Council of the City of London.”.",
