  "text": "(1) Regulations may make provision with respect to—\n(a) the correction of accidental errors in any decision of the Secretary of State or record of a decision of the Secretary of State given under this Act; ...\n(b) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(2) Nothing in subsection (1) shall be construed as derogating from any power to correct errors ... which is exercisable apart from regulations made by virtue of that subsection.",
