  "text": "(1) Subject to paragraph (2) these Regulations extend to England and Wales and Scotland.\n(2) Regulation 3(3) and (7) (and regulation 3(1) in so far as it relates to those provisions) extends to England and Wales only.\n(3) The remainder of regulation 3 applies in relation to England and Wales only.",
