  "text": "In paragraph (2) of regulation 1 of the Appeal Regulations (citation, commencement and interpretation)—\n(a) the definition of “Central Office” shall be omitted;\n(b) at the end of sub-paragraph (dd) in the definition of “party to the proceedings”, there shall be added the words “or to a referral”.",
