  "text": "Regulations may make provision as respects matters arising—\n(a) pending any decision under this Schedule of a relevant authority or the First-tier Tribunal, or any decision of the Upper Tribunal which relates to any decision under this Schedule of the First-Tier Tribunal, which relates to—\n(i) any claim for housing benefit or council tax benefit;\n(ii) any person’s entitlement to such a benefit or its receipt;\nor\n(b) out of the revision under paragraph 3, or on appeal, of any such decision.",
