  "heading": "Supplementary provision about regulations under sections 1 and 2",
  "text": "(1) In this section “regulations” means regulations under section 1 or 2.\n(2) Regulations may—\n(a) confer a discretion on any person;\n(b) make different provision for different purposes;\n(c) make consequential, incidental, supplemental, transitional or saving provision;\n(d) amend, repeal or revoke any provision made by or under an Act (whenever passed or made).\n(3) Regulations are to be made by statutory instrument.\n(4) A statutory instrument containing (whether alone or with other provision) regulations mentioned in subsection (5) may not be made unless a draft of the instrument has been laid before and approved by a resolution of each House of Parliament.\n(5) The regulations referred to in subsection (4) are—\n(a) the first regulations made under section 1;\n(b) the first regulations made under section 2(1);\n(c) any regulations under section 2(6);\n(d) any other regulations that amend or repeal provision made by an Act.\n(6) Any other statutory instrument containing regulations is subject to annulment in pursuance of a resolution of either House of Parliament.",
