  "text": "(1) In Schedule 1 to the Local Authority Social Services Act 1970 (enactments conferring functions assigned to social service committee)—\n(a) in the entry relating to the Mental Health Act 1959, for the words “sections 8 and 9\" there shall be substituted “ section 8\" ”; and\n(b) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(2) At the end of that Schedule there shall be added—\n“\nChildren Act 1989.\nWelfare reports.\nThe whole Act, in so far as it confers functions on a local authority within the meaning of that Act.\nConsent to application for residence order in respect of child in care.\nFamily assistance orders.\nFunctions under Part III of the Act (local authority support for children and families).\nCare and supervision.\nProtection of children.\nFunctions in relation to community homes, voluntary homes and voluntary organisations, registered children’s homes, private arrangements for fostering children, child minding and day care for young children.\nInspection of children’s homes on behalf of Secretary of State.\nResearch and returns of information.\nFunctions in relation to children accommodated by health authorities and local education authorities or in residential care, nursing or mental nursing homes or in independent schools.\n”",
