  "text": "Regulations under section 22C as to placements of the kind specified in section 22C(6)(d) may, in particular, make provision as to—\n(a) the persons to be notified of any proposed arrangements;\n(b) the opportunities such persons are to have to make representations in relation to the arrangements proposed;\n(c) the persons to be notified of any proposed changes in arrangements;\n(d) the records to be kept by local authorities;\n(e) the supervision by local authorities of any arrangements made.",
