  "text": "The Secretary of State may make regulations—\n(a) as to the considerations which a local authority must take into account in deciding—\n(i) whether it is reasonable to recover contributions; and\n(ii) what the arrangements for payment should be;\n(b) as to the procedures they must follow in reaching agreements with—\n(i) contributors (under paragraphs 22 and 23); and\n(ii) any other local authority under paragraph 24(2).",
