The Secretary of State for Education and Skills, in exercise of the powers conferred upon her by section 67(2), (7)(a), (c), (e) and (h) of, and paragraph (a) of Parts 1 to 4 of Schedule 5 to, the Children Act 2004, hereby makes the following Order:–
