  "text": "(This note is not part of the Order)\nThis Order brings into force subsections (1)(d) to (h), (2) (so far as it relates to the persons and bodies referred to in subsection (1)(d) to (h)) and (5) of section 28 of the Children Act 2004 on 9th September 2013.\nThese provisions place duties on the persons and bodies in Wales listed in paragraphs (d) to (h) of subsection (1) to ensure that their functions are discharged having regard to the need to safeguard and promote the welfare of children.",
