  "heading": "Expiry of powers in sections 45 and 46",
  "text": "(1) If no regulations have been made under section 45 by the relevant time, that section shall (other than for the purposes of section 46(2) and (3)) cease to have effect at that time.\n(2) If no regulations have been made under section 46 by the relevant time, that section shall cease to have effect at that time.\n(3) In this section, the relevant time is the end of the period of seven years beginning with the day on which this Act is passed.",
