  "text": "The Secretary of State may by regulations impose prohibitions or restrictions in connection with—\n(a) the carrying out of social work in England;\n(b) the use, in relation to social work in England, of titles or descriptions specified in the regulations;\n(c) the holding out of a person as qualified to carry out social work in England.",
