  "text": "(1) In section 4(3) of the Adoption Act 1958, for paragraph (a) there shall be substituted the following paragraph:—\n“(a) section 24 of the Children and Young Persons Act 1969 (which relates to the powers and duties of local authorities with respect to persons committed to their care in pursuance of that Act).”",
