  "text": "For the purposes of this Part of this Act—\n. . .\nAny person to whose charge a child or young person is committed by any person who has parental responsibilities in relation to him shall be presumed to have charge of the child or young person;\nAny other person having actual possession or control of a child or young person shall be presumed to have the care of him.",
