  "text": "(1) The applicant or holder of a licence may, where Article 144(1) applies, appeal to the court.\n(2) An appeal shall not be brought under paragraph (1) by the applicant or holder of a licence more than 28 days after the service on him of the notice required by Article 144(2).",
