  "text": "The Department may make regulations—\n(a) as to the considerations which an authority must take into account in deciding—\n(i) whether it is reasonable to recover contributions; and\n(ii) what the arrangements for payment should be;\n(b) as to the procedures which an authority must follow in reaching agreements with—\n(i) contributors (under Articles 40 and 41); and\n(ii) any other authority (under Article 42).",
