The Secretary of State makes the following Regulations in exercise of the powers conferred by section 25(7)(b) of the Children Act 1989f1.

1989 c.41; section 25(7) was amended by paragraph 15 of Schedule 3 to the Children and Young Persons Act 2008 (c.23). The power to make regulations is exercisable, by virtue of section 30A of the Children Act 1989, by the Secretary of State in relation to England.
