  "text": "CHILDREN AND YOUNG PERSONS\nMade 3rd September 1992\nLaid before Parliament 9th September 1992\nComing into force 1st October 1992\nThe Secretary of State for Health, in exercise of the powers conferred by section 25(7)(b) and section 104(4)(c) of and paragraph 4(1) and (2)(i) of Schedule 4 to the Children Act 1989 and of all other powers enabling her in that behalf hereby makes the following Regulations:—",
