  "text": "(1) A report of an inspection of a children’s centre made by the Chief Inspector for the purposes of section 98B(1) of the Childcare Act 2006 must deal with the quality of the leadership and management of the children’s centre, including in particular whether—\n(a) the financial resources made available to the children’s centre are managed effectively;\n(b) young children, parents and prospective parents in the area served by the children’s centre who would otherwise be unlikely to take advantage of the early childhood services offered through the centre are identified and encouraged to take advantage of those services;\n(c) the needs of young children, parents and prospective parents who attend, or are likely to attend, the children’s centre are identified, and early childhood services designed to meet those needs are delivered;\n(d) appropriate policies, procedures and practices for safeguarding and promoting the welfare of young children who attend, or are likely to attend, the children’s centre are adopted and implemented.\n(2) In this regulation “early childhood services”, “parent” and “prospective parent” have the same meaning as in section 2 of the Childcare Act 2006.",
