  "text": "CHILDREN AND YOUNG PERSONS\nMade 30th June 1991\nLaid before Parliament 8th July 1991\nComing into force 14th October 1991\nThe Secretary of State for Health, in exercise of the powers conferred by sections 62(3), 63(3)(b), 64(4), and 104(4) of, and paragraph 4 of Schedule 4, paragraphs 1, 6 and 7 of Schedule 5, paragraphs 1(2), (4), (5) and (6) and 10 of Schedule 6 to the Children Act 1989 and of all other powers enabling him in that behalf hereby makes the following Regulations:",
