  "text": "The General Council shall by rules make provision with regard to the constitution of the Investigating Committee, and those rules shall include provision with regard to—\n(a) its size and membership;\n(b) its chair, including the deputising arrangements for its chair; and\n(c) the quorum at its meetings.",
