  "text": "CUSTOMS AND EXCISE\nMade 3rd August 1989\nLaid before Parliament 11th August 1989\nComing into force 1st September 1989\nThe Commissioners of Customs and Excise, in exercise of the powers conferred upon them by sections 56(1), 62(5), and 64(1) of the Alcoholic Liquor Duties Act 1979, and of all other powers enabling them in that behalf, hereby make the following Regulations:",
