  "text": "(This note is not part of the Regulations)\nThese Regulations prohibit the supply of cigarette lighter refill canisters containing butane to persons under the age of eighteen. By virtue of section 12 of the Consumer Protection Act 1987, contravention of these Regulations constitutes an offence (punishable on summary conviction by imprisonment for a term not exceeding six months or by a fine not exceeding level 5 on the standard scale or by both).",
