  "text": "(1) Section 91 (exercise of local authority functions) is amended as follows.\n(2) In subsection (1), after “an area” insert “ all or part of which is ”.\n(3) In subsection (4)—\n(a) omit “or” at the end of paragraph (a);\n(b) after paragraph (b) insert—\n“(c) for the function to be exercisable by the EPB and the local authority jointly, or\n(d) for the function to be exercisable by the EPB jointly with the local authority but also continue to be exercisable by the local authority alone.”",
