It shall be the duty of the Authority—

(a)

to provide the board with such staff and other facilities as the Authority after consultation with the board considers appropriate for enabling the board to perform its functions ; and

(b)

to pay to any member such travelling and subsistence allowances as the Authority considers appropriate in connection with his functions as a member.
