  "text": "(1) Part 2 of Schedule 13 (provisions applying in relation to certain subordinate instruments) is amended as follows.\n(2) In the entry relating to section 38, for “38(2)” substitute “ 38(4) ”.\n(3) After that entry insert—\n“\nSection 38B(2)(a)\nOrder specifying area in relation to aerodrome for purpose of noise control schemes\nSubject to the negative resolution procedure\nParagraphs 1 and 2 of Part 3 apply.\n”\n(4) After the entry relating to section 71 insert—\n“\nSection 71A\nRegulations requiring persons to make contributions to the Air Travel Trust\nSubject to the negative resolution procedure\nParagraphs 1 and 2 of Part 3 apply.\n”",
