  "heading": "Use of powers under Competition Act 1998",
  "text": "(1) Before exercising a power listed in subsection (3), the CAA must consider whether it would be more appropriate to proceed under the Competition Act 1998.\n(2) The CAA must not exercise such a power to the extent that it considers that it would be more appropriate to proceed under the Competition Act 1998.\n(3) Those powers are—\n(a) the power to give a contravention notice under section 31;\n(b) the power to give an enforcement order under section 33;\n(c) the powers to give and confirm an urgent enforcement order under sections 35 and 36;\n(d) the powers to impose penalties under sections 39 and 40.",
