  "text": "(1) In this Part—\n“air transport service” means a service for the carriage by air of passengers or cargo to or from an airport in the United Kingdom;\n“provider”, in relation to an air transport service, means a person who has the management of the aircraft used to provide the service;\n“user”, in relation to an air transport service, means a person who—\n(a)is a passenger carried by the service, or\n(b)has a right in property carried by the service.\n(2) In this Part references to users of air transport services include future users of such services.",
