The Secretary of State for Transport, Local Government and the Regions, in exercise of the powers conferred by sections 7(1) and (2) and 102(1) and (2) of and paragraph 15 of Schedule 1 to the Civil Aviation Act 1982^f1 and section 7(5) of the Transport Act 2000^f2 and after consultation with the Council on Tribunals under section 8 of the Tribunals and Inquiries Act 1992^f3, hereby makes the following Regulations:
