  "text": "CIVIL AVIATION\nMade 7th December 1999\nLaid before Parliament 9th December 1999\nComing into force 1st January 2000\nThe Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by section 73(1)(a) and (6)(a) of the Civil Aviation Act 1982, and of all other powers enabling him in that behalf, and with the consent of the Treasury in respect of regulation 2(a), hereby makes the following Regulations:",
