  "text": "CIVIL AVIATION\nMade 12th December 2000\nLaid before Parliament 15th December 2000\nComing into force 8th January 2001\nThe Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by section 73(1)(a) and (6)(a) of the Civil Aviation Act 1982, and of all other powers enabling him in that behalf, and with the consent of the Treasury in respect of regulation 2(a), hereby makes the following Regulations:",
