  "text": "CIVIL AVIATION\nMade 8th March 1996\nLaid before Parliament 11th March 1996\nComing into force 1st April 1996\nThe Secretary of State for Transport, in exercise of his powers under section 73(1)(a), (3), (4) and (6)(a) of the Civil Aviation Act 1982 and of all other powers enabling him in that behalf, and with the consent of the Treasury, hereby makes the following Regulations:",
