  "text": "CIVIL AVIATION\nMade 6th March 1997\nLaid before Parliament 11th March 1997\nComing into force 1st April 1997\nThe Secretary of State for Transport, in exercise of his powers under section 73(1)(a), (3), (4) and (6)(a) of the Civil Aviation Act 1982 and of all other powers enabling him in that behalf, and with the consent of the Treasury, hereby makes the following Regulations:",
