  "text": "(This note is not part of the Order)\nThis Order provides for the coming into force of sections 19 to 31 of the Civil Contingencies Act 2004 (emergency powers) on 10th December 2004. In addition, the repeals of the Emergency Powers Act 1920 and the Emergency Powers Act (Northern Ireland) 1926 are commenced.\nThe Order also provides for the coming into force of Part 3 of Schedule 2 (minor amendments) on 19th January 2005.",
