  "text": "(1) A Minister of the Crown must consult the Welsh Ministers before making regulations or an order under this Part in relation to a person or body if or in so far as the person or body exercises functions in relation to Wales.\n(2) The Welsh Ministers must consult a Minister of the Crown before making regulations or an order under this Part.",
